Independent Assessors

OCPA is pleased to announce that on 3 January 2005 all 22 of the Central list Independent Assessors (IAs) were reappointed for a second term of appointment. These re-appointments were made in line with an upper tier appointment process, defined by OCPA’s Code of Practice, and were subject to each IA receiving a satisfactory appraisal.

The length of reappointment varied from 1 to 3 years, with 18 choosing to be reappointed for a further 3 years, 3 for a further 2 years and 1 for a further year. (For the length of reappointment of individual IA’s see Personal Profiles below.)

Central List IAs are remunerated at a recommended rate of £250 per day and this, together with travel and subsistence expenses are reimbursed by the Department worked for.

Out of the 22 Central List IAs reappointed, 9 hold high level appointments, some of which are Ministerial Appointments.

All appointments were made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan principles there is a requirement for appointees’ political activity (if any declared) to be made public. Sheila Drew-Smith declared that she had been politically active for the Labour Party, which included a brief period as Vice Chair of a local branch of the party and envelope distributing at a local level. None of the other Central List IAs declared any form of political activity.

Below is a list of the 22 Central List IAs and a link to a brief summary of their recent experience and careers, as well as details on their terms of appointment, location and any Department for which they are unable to work.

Allocation of Central List Independent Assessors

As stated in the section ‘Types of independent assessor’, OCPA maintain a central list of IAs who are available to use on request from departments. Should a department wish to use an OCPA IA for an appointments process, they should contact the Office of the Commissioner for Public Appointments for details of the next available IA.

OCPA Central List IAs are allocated on a strict rotational basis. There is an exception to this rule if the department/body has a specific diversity need, eg a female IA on an all male panel or vice versa. We ask that once you have contacted the allocated IA, you confirm with OCPA as to whether the IA is available to assist in the appointment process. This enables us to update our records and helps to ensure that all IAs are used fully.

At the end of each appointment process, departments who use an OCPA IA should ask the chair of the selection/interview panel to complete an evaluation form on the IA’s involvement throughout the various stages of the process. The evaluation form and guidance letter will be sent to the named contact in the department/body when the IA’s details are given. An electronic copy of the evaluation form and letter is also below.
